SUBJECT OF REPORT: PLANNING APPLICATION NO. 12/P/0418/F RETROSPECTIVE APPLICATION FOR THE ERECTION OF EXTENSION TO EXISTING BUILDING TO FORM RECEPTION AND GOLF SHOP AND THE FORMATION OF A CAR PARK AREA AND ACCESS TRACK AT BLEADON HILL GOLF COURSE, ROMAN ROAD, BLEADON
The application was deferred from the last meeting of the Committee for a site inspection which was held on Monday 28 May 2012.
Members are requested to refer to the previous report for background information.
2. Summary of Report
The application seeks retrospective consent for the
retention of a timber built lean to extension to a building that accommodates a
reception and golf shop for the golf course. It also includes the formation of
a car park and sections of a stone access track which leads from
Relevant policy considerations are set out in the officer’s report to the South Area Committee dated the 19 April 2012 and the update sheet which is attached at Appendix 1 to the previous Planning and Regulatory report.
The application was reported to the South Area Committee on 19 April 2012 with a recommendation of approval as set out in the Area Committee report and update sheet and members are asked to refer to that report which was attached to the agenda for the last meeting of the committee.
The Chairman of South Area Committee referred this application to the Planning and Regulatory Committee without qualification for determination.
The members of the South Area Committee resolved to recommend to this Committee that the application be approved in accordance with the recommendation to the South Area Committee.
Members considered the proposal and there was some concern that the clubhouse which has been constructed but not completed had not been brought into use. The clubhouse contains a reception and golf shop room which appears substantially completed, however the access road to the clubhouse has not been constructed.
However, Members considered that the temporary approval for 3 years would be acceptable and would allow all matters to be reviewed after that temporary period.

Change to reason for condition 2: It is considered that the wording for the reason of condition 2 needs to be changed as follows:
“But for the special circumstances of the need to establish a viable business to allow the clubhouse to be completed and used, development would be contrary to policies CF/3 and ECH/8 of the North Somerset Replacement Local Plan and Core Strategy policy CS5."

5. Financial Implications
In the event of an appeal, the Council is at risk of an award of costs against it if it cannot justify its decision on the basis of Development Plan policy or other material considerations.
