The application was deferred from the last meeting of the Committee for a site inspection which was held on Monday 28 May 2012.

2. Summary of Report
The application seeks full permission for the conversion of
the building and reinstatement of it as a dwelling with access off
Relevant policy considerations are set out in the officer’s report to the South Area Committee dated the 19 April 2012 which was attached as Appendix 2 to the previous Planning and Regulatory report and the appeal decision which was attached as Appendix 1 to the previous Planning and Regulatory report.
The application was reported to the South Area Committee on 19 April 2012 with a recommendation of refusal for the reasons as set out in the Area Committee report.
The application was in Section 1 of the Committee report because of the policy implications.
Members of the South Area Committee recommended to this committee that the application be approved contrary to the officer's recommendation of refusal for the following reasons:
Members considered that the former use of the building was residential and this was a special circumstance to allow its residential reuse. Members also considered that the impact of the development on the character and appearance of the Mendip Hills AONB would be enhanced and it would retain a historic building. Also that the increase in travel would not be significantly different from a business use.
Members agreed that approval would be subject to any reasonable conditions that officers consider are necessary.
The report to the South Area committee set out the relevant issues and members are asked to refer to that report which was attached to the agenda for the last meeting of the committee.
If Members are minded to support the recommendation of the South Area Committee and resolve to grant permission, it is recommended that it is only on the basis that Officers first negotiate the following amendments to the proposal with the applicant:-
and subject to the suggested conditions set out in Appendix 3 of the previous Planning and Regulatory committee report.

5. Financial Implications
In the event of an appeal, the Council is at risk of an award of costs against it if it cannot justify its decision on the basis of Development Plan policy or other material considerations.
