Minutes of the Meeting held on 14 September 2016 (Agenda item 4)

 

Referring to the Bristol International Airport seasonal car park proposal approved at the last meeting the Director of Development & Environment’s representative updated the Committee regarding progress on the Habitat Regulations Assessment and related planning conditions since the application had been considered by the Committee.

 

            Resolved: that the minutes of the meeting be approved as a correct record.

Planning Application No. 16/P/0032/O Outline application for the demolition of all existing buildings and redevelopment of vacant garden centre (A1) to provide 32 new dwellings (C3) and 900m2 of office space (B1). New access arrangements off Clevedon Road and Church Lane with all other matters reserved for subsequent approval at Tickenham Garden Centre, Clevedon Road/Church Lane, Tickenham (Agenda item 6)

 

The Director of Development & Environment reported on an application for planning permission. The Director of Development & Environment’s representative drew Members’ attention to the update sheet a copy of which is filed on the Minute Book and in particular to the submission of further information by the applicant.

 

Members considered the proposal constituted appropriate development in the Green Belt as it the site was previously developed land and the proposals would not have a greater impact on the openness of the Green Belt than the previous use. The provision of on-site employment facilities would aid the sustainability of the site.

 

            Resolved: that the application be approved subject a S106 agreement and suitable conditions to be agreed.

 

            Councillors Crockford-Hawley and Leimdorfer voted against the motion and asked that this be recorded.

 

[As a Section 1 item determined contrary to the officers’ recommendation this application was held over to the next meeting in accordance with the Scheme of Delegation, to enable the Committee to confirm the decision]

Planning Application No.15/P/1646/O Outline planning application with all matters reserved for subsequent approval for a residential development of up to 250 dwellings and associated infrastructure at land adjoining Wolvershill Road, Banwell (Agenda item 7)

 

The Director of Development & Environment reported on an appeal against non-determination.

 

            Resolved:

 

1)      that had the Committee be able to determine the application it would have been minded to grant approval subject to the completion of a legal agreement securing, but not necessarily limited to, the following: (a) Affordable Housing; (b) Healthcare Contributions; (c) Community Interest Company contributions; (d) Community Capacity fund contributions; (e) Built sport, leisure facilities and playing pitches; (f) education contributions; (g) Transportation including public transport and off-site highway works services, and subject to conditions in respect of the following issues:

Planning Application No. 16/P/1312/F Conversion of existing domestic garage and first floor storage area to create 1no. detached dwelling. Erection of a double garage at land to the rear of 10 Manor Road, Weston-super-Mare (Agenda item 8)

 

The Director of Development & Environment reported on an application for planning permission.

 

            Resolved: that the application be approved subject to the following conditions:   

           

1.           

The development hereby permitted shall be begun before the expiry of three years from the date of this permission.

2.

The development hereby permitted shall be carried out in accordance with the approved plans and documents to be listed on the decision notice.

3.

The development hereby approved shall not be occupied until the parking areas for the existing dwelling and the proposed dwelling, hereby approved, have been constructed and the parking spaces marked out in accordance with the approved plans. These parking spaces shall thereafter be permanently retained and shall not be used except for the parking of vehicles in connection with the existing dwelling and the dwelling hereby approved.

4.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), or any Order amending or revoking and re-enacting that Order, no extensions to the dwelling shall be carried out other than those expressly authorised by this permission.

5.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), or any Order amending or revoking and re-enacting that Order, no additional windows, rooflights or dormers shall be inserted in the south, north and east elevations of the dwelling without the prior written consent of the Local Planning Authority.

6.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015, or any order amending or revoking and re-enacting  that Order, no garage, shed  or other structure shall be erected within the curtilage of the dwelling hereby permitted.

Planning Application No. 16/P/1375/F Erection of a split 2 storey level annex to rear of property at 50 Manor Road, Weston-super-Mare (Agenda item 9)

 

The Director of Development & Environment reported on an application for planning permission.

 

Members considered that the proposal was unacceptable being entirely separate from the main dwelling and would be out of character with the area.

 

            Resolved: that the application be refused for the following reasons:

 

            1.      The proposed annex because of its siting and size in an area physically separated and some distance from the main house at no. 50 is tantamount to a separate dwelling in a backland position which would adversely affect the character of the area contrary to policy DM43 of the North Somerset Sites and Policies Plan Part 1.

Planning Application No. 16/P/1701/F Retention of an outbuilding with terrace over and retention of bi-fold doors to rear of dwelling (Amendment to planning approval 14/P/2131/F) at 47B Hill Road, Clevedon (Agenda item 10)

 

The Director of Development & Environment reported on an application for planning permission.

 

            Resolved: that consideration of the application be deferred pending a site inspection.

Development Management Q1 2016/17 (Agenda item 11)

 

The Director of Development & Environment reported on performance for the first quarter of 2016/17.

 

Responding to a query about delays in registering applications the Director of Development & Environment’s representative advised that there were two aspects to delayed registration in that incomplete applications couldn’t be registered but, acknowledging that a backlog had occurred with complete applications, he told Members that discussions with Agilisys had resulted in additional resources having been allocated to the registration process.

 

Referring to decreased officer numbers a Member commented that he knew instances of staff having taken work home which he didn’t find acceptable. Responding to concerns about whether there were now sufficient staff to maintain the high performance levels currently being achieved the Chairman advised that he had recently raised similar concerns with the Leader.

           

            Resolved: that the report be noted.
