Election of Chairman for the meeting (Agenda item 1)


Resolved: that Councillor Tonkin be elected as Chairman for the meeting.

Resolved: that the hearing procedures be adopted.




LA 2003 Application for grant of a premises licence: Mix Store, 44 Meadow Street, Weston-super-Mare (Agenda item 5)


The Director of Development and Environment reported on an application for grant of a premises licence. The Committee heard from the applicant and his agent, as well the Police Licensing Officers of Avon & Somerset Constabulary, who made both written and oral representations at the hearing.


Resolved: that the application be granted as applied for, with modifications to the timings of licensable activities and one additional condition to be attached to the licence.


The modifications to the timings are necessary to address the Cumulative Impact Policy that is in force within the designated area in which the premises are situated. The modifications to the timings are as follows:


Monday - 09:00 to 21:00

Tuesday- 09:00 to 21:00

Wednesday- 09:00 to 21:00

Thursday- 09:00 to 21:00

Friday- 09:00 to 21:00

Saturday - 09:00 to 21:00

Sunday - 10:00 to 19:00


The additional condition to be put on the Premises Licence is that Mr. Mustapha should not be the Designated Premises Supervisor of the premises. The Licensing Sub-committee deemed this was necessary after hearing from the Responsible Authority of Avon & Somerset Constabulary that Mr. Mustapha has previously demonstrated and shown limited cooperation with them to either support or even comply with any of the licensing objectives under the Licensing Act 2003.

††††††††††† Resolved: that the press, public, and officers not required by the Members, the Chief Executive or the Director, to remain during the exempt session, be excluded from the meeting during consideration of the following item of business on the ground that its consideration will involve the disclosure of exempt information as defined in Section 100I of the Local Government Act 1972, by virtue of paragraphs 1 and 2 of Part 1 of Schedule 12A of the Act.
